Cascading style sheets can make a Web application LESS accessible rather than more accessible, because they can interfere with a screen reading device. If your application uses cascading style sheets, you should make sure the application's appearance is not affected if style sheets are disabled, or you should provide an alternative that does not use style sheets.WTF? This is a quote from a practice ASP.NET Test I am doing. This is the reason you should not use CSS to increase accessibility.
I very much think not!
